The planning and Community Development Department is responsible for administering City policies and ordinances as they pertain to land use and development and building construction, demolition, or repair. The department administers the Community Development Block Grant funds that are received from the United States Department of Housing and Community Development. The department also administers the Fair Housing laws and ordinances of the City of Orange.

The department provides advice to and implements the decisions of the city manager and city council and provides staff services to the Planning and Zoning Commission, the Board of Adjustment and the Historic Preservation Commission.
