Animal Control
The City of Orange Animal Control Department, operating under the supervision of the Orange Fire Department, is dedicated to ensuring the safety and well-being of both residents and animals. The department enforces state laws and city ordinances, manages the animal shelter, and strives to increase the live release rate by preparing animals for adoption and securing them permanent homes. Its mission is to protect pets and people through comprehensive animal control services that promote a safe, healthy, and happy community.

City Secretary
The City Secretary’s Office is responsible for providing public notice of meetings, preparing agendas, and accurately recording the minutes of City Council proceedings. In accordance with the City of Orange Charter, the City Secretary also authenticates all ordinances, resolutions, and motions through official signature and maintains a permanent record of each action approved by the City Council.

Convention & Visitors Bureau
The Explore Orange Convention & Visitors Bureau promotes tourism and travel by attracting visitors, supporting local events, showcasing Orange’s unique attractions, dining options, and accommodations, and hosting several events throughout the year, including Mardi Gras on the Sabine, Art in the Park, Orangetober Festival, and more! The CVB works to drive economic growth and enrich the community’s vibrant culture by encouraging both visitors and residents to Explore Orange!

Customer Service
The Customer Service Department serves as the primary point of contact for residents at City Hall. The team processes utility payments, assists with sanitation and bulk collection services, manages front desk operations, and responds to calls and inquiries from the public. With a focus on service, efficiency, and clear communication, the department provides up-to-date information and essential support for residents to ensure smooth daily operations and quality service throughout the City.

Economic Development Corporation
The Economic Development Corporation (EDC) promotes and expands commerce in the City of Orange by financing development projects that serve a public purpose. It fosters a supportive environment for entrepreneurship and encourages the creation, retention, and growth of commercial, retail, and industrial investments. Committed to a business-friendly approach, the EDC prioritizes eligible infrastructure improvements, job creation, and tax base expansion, all with the singular focus of advancing economic development.

Emergency Management
The City’s Emergency Management Department is responsible for crisis preparedness and response, ensuring the City is ready to protect lives and property during emergencies. The department leads hurricane preparedness efforts, coordinates with regional and state partners, and helps residents register for the State of Texas Emergency Assistance Registry (STEAR) for those who may need extra help during disasters. It also promotes public awareness through the Southeast Texas Alerting Network (STAN), providing timely emergency notifications to the community.

Finance
The City of Orange Finance Department, led by the Director of Finance, oversees all financial operations of the City. Key responsibilities include coordinating the Annual Budget, preparing the Comprehensive Annual Financial Report, managing Industrial District Contract billing, and handling investment activities and reporting. The department also manages project cost accounting, general ledger and divisional budget reporting, payroll processing, purchase requisitions, accounts payable, fixed asset management, and all other accounting functions critical to the City’s financial integrity.

Fire
The Fire Department is dedicated to saving lives and protecting property through prevention, preparedness, education, and response. Our firefighters are sworn to “save lives and protect property” in all emergencies—EMS, fire, rescue, natural disasters, HazMat, and sometimes just bad luck. They are committed to sharpening their skills through discipline, teamwork, training, and communication, while providing the community with strong outreach and public education to prevent unnecessary accidents. Our firefighters are always ready to respond, committed to excellence, and proud to serve with honor, integrity, and loyalty.

Human Resources
The Human Resources Department provides comprehensive support to City departments, employees, retirees, applicants, and residents. It manages recruitment and retention, compensation and classification administration, employee benefits, workers' compensation, personnel records management, employee and labor relations, and ensures compliance with state and federal laws. The department also coordinates the City’s drug and alcohol testing program and provides administrative support to the Firefighters' and Police Officers' Civil Service Commission.

Library
The City of Orange Public Library is a welcoming community hub for learning, connection, and entertainment. Throughout the year, the library hosts special events and programs like game nights, storytime, movie nights, and the popular summer reading program. It offers access to computers, printers, internet, study areas, and a wide selection of materials—including books, magazines, DVDs, video games, puzzles, and eBooks. With dedicated spaces for children and young adults, the library also provides resume and job search assistance, local history resources, and opportunities to get a library card.

Municipal Court
Municipal Court handles city ordinance violations, traffic citations, and minor offenses in the City of Orange. It ensures cases are processed fairly and efficiently, provides residents with access to justice, and promotes compliance with local laws to help maintain community safety and order.

Parks and Recreation
The Parks Department is committed to maintaining the city’s parks, landscaping, facilities, and recreational areas. By keeping these spaces clean, safe, and well cared for, the department ensures the community can enjoy playing at parks and playgrounds, spending quality time outdoors, and staying active. The Orange Recreation Center is a community hub for sports, fitness, and fun! Established in 2020, the goal is to provide a “Safe, Fun, & Friendly” space for everyone to stay active and enjoy recreational activities. The Rec offers a variety of activities to meet fitness and recreational needs, including basketball, volleyball, pickleball, soccer, walking & fitness, and open gym sessions, all designed to promote a healthy, active lifestyle.

Planning & Community Development
The Planning Department is responsible for guiding and regulating long- and short-term local developments to benefit both present and future generations. It oversees land use, development, building construction, demolition, and repair in accordance with City policies and ordinances. The department manages Community Development Block Grant funds, enforces Fair Housing laws, and provides support to the City Manager, City Council, and various commissions, including Planning and Zoning, Board of Adjustment, and Historic Preservation. It is organized into divisions for Planning Administration, Plans and Inspections, Code Enforcement, and Grants Administration.

The Public Works Department is committed to providing fiscally responsible services while protecting public health and welfare. This department manages and maintains City buildings, streets and drainage, water and sewer, parks, recreation, engineering, utilities, building maintenance, fleet maintenance, sanitation, debris and limb pickup, and signs. The mission of the Public Works Department is to deliver quality service, prioritize public safety, and enhance resident satisfaction.
